Updated rating policies for comment

I seek your comments on revised versions of the policies on rate approvals.

In 2013, the Department of Local Government and Communities developed a number of rating policies covering the exercise of Ministerial discretion on the valuation of land – mining, differential rates and minimum payments.

These policies were approved by Local Government Minister Tony Simpson and released in August 2013 and have been used to guide departmental and Ministerial decision making on these matters since that time.

The State Government policy for the application of gross rental value to mining, petroleum and other resource interests has been recently confirmed after a three-year trial period.

With these developments in mind and given that local governments have now had two years’ exposure to the policies, the Department of Local Government and Communities has reviewed and updated the policies and is seeking your feedback.

The main changes are:

  • the form of the words has been changed so that they provide increased clarity
  • guidance is provided for both local governments and affected ratepayers as both have responsibilities under the policies
  • there has been a greater emphasis placed on consultation, and
  • a requirement that local governments clearly justify their decisions to their ratepayers is made more explicit.
